Counsilman-Hunsaker was retained by the Carmichael Recreation and Park District (CRPD) in partnership with Cumming Group to conduct a Pool Feasibility Study for the potential development of a community pool within Carmichael Park. The park's original pool, built in 1955, was permanently closed in 2004 and subsequently demolished in 2013 due to aging infrastructure and the prohibitive cost of code compliance.

Costs associated with the concepts have been developed for both a swimming pool and a splash park. Estimated capital construction costs are $13.3M for a swimming pool and $3.3M for a splash park, with estimated annual operating subsidies of $335,000 and $141,000, respectively. These costs are shown in 2026 dollars and future escalation will need to be taken into account if the project moves forward. This feasibility study was funded by an anonymous private donor; currently, there is no allocated funding for the construction and long-term maintenance of a pool. The goal of this survey is to allow the Carmichael community to share feedback on the swimming pool and splash park options.
