Counsilman-Hunsaker was retained by the Carmichael Recreation and Park District (CRPD) in partnership with Cumming Group to conduct a Pool Feasibility Study for the potential development of a swimming pool within Carmichael Park. The park's original pool, built in 1955, was permanently closed in 2004 and subsequently demolished in 2013 due to aging infrastructure and the prohibitive cost of code compliance.

Costs associated with the concepts for both a swimming pool and a splash park have been developed. Estimated capital construction costs range between $14M - 18M for a swimming pool and $4M - 7M for a splash park, with estimated annual operating subsidies of $500,000 - $1M for a pool and and $300,000 - $600,000 for a splash park. These costs are shown in 2026 dollars and future escalation will need to be taken into account if the project moves forward. This feasibility study was funded by an anonymous private donor; currently, there is no allocated funding for the construction and long-term maintenance of a pool or a splash park.
